Highway engineers have developed elaborate techniques and programs for limiting the number of access points (e.g driveways and alleys) onto major roads http://www.fhwa.dot.gov/realestate/am0817.htm. The goal is to reduce turning conflicts and interruptions in the flow of traffic on busy main roads. In some respects, the reduction of driveways and alleys entering a street may be of benefit to bicyclists - it will reduce the number of potential conflict points for them as well as for motorists. However, the increased speed of traffic on the main road and the creation of a smaller number of much larger access points also has a downside for bicyclists.
