Crash Type   Motorist failed to detect bicyclist
Countermeasure   Improved lighting

Improved lighting of roadways can help bicyclists detect obstacles and improve the likelihood that a motorist will detect the presence of a bicyclist. The Florida Department of Transportation provides some guidance on the lighting of bicycle facilities http://www.dot.state.fl.us/safety/ped_bike/handbooks_and_research/bhchpt4.pdf but there is not much written about lighting standards that are particularly relevant to assist bicyclists.

Another lighting issue to consider is the use of lights by bicyclists. When riding at night, bicyclists are required to have front and rear lights - both to aid in their detection and to help them see what's in front of them. The Oregon DOT has an easy-to-understand section of its manual that addresses the equipment needs of bicyclists, including lights. http://www.odot.state.or.us/techserv/bikewalk/planimag/bicycle.htm#equipment
